Variable list and Offsets in LIS files

If I use:

/LIST /DUMP

Variable listings are given following each subroutine and function.

However, if I turn off the Offsets in the LIS file using:

/LIST /DUMP /NO_OFFSETS

then variable listings are given at the top of the LIS file, which is less useful.

This looks like a bug.
