Opening file c:\\usage.log in Windows 7 OS

I have recently transferred to Windows 7-64 operating system. There are a number of very good points about this OS, especially disk cacheing which improves 32-bit applications that do a lot of disk I/O. I don't understand why people buy (PC venders sell) Win7 systems with less than 8gb of memory ! Anyway, back to my question... I am trying to open my existing file in the root directory : 'C:\usage.log' I am encountering problems with the file security settings and am apparently not able to change the security settings so that I can open this file and append/write to this file. I tried to reset the security settings for this file (properties in windows explorer), but the Fortran I/O still gave errors when trying to write.

Has anyone had similar experience of this problem and found a solution ?

I have a similar problem with c:\windows, where in the past I have stored my .ini files (like sdbg.ini).

This kind of problem is some times overcome by running (Command Prompt etc.) 'As administrator'.
