I am at the final stages of developing a Fortran application using Plato3. How do I prepare a shortcut icon to include in the setup program such that the icon appears on the desktop upon installation? Thanks in advance

You need to look for an installation utility.
Try "Free installer" from Google.

You can include an icon when using ClearWin+ by using %mi.
You can create an icon resource by using an icon editor.
Again we are back to Google, this time with "Free icon editor".

Surely the Google search is for "Salford Scion Icon Editor"!

A free installer that creates a desktop shortcut (using the icon you have already included as resource) is available at http://www.jrsoftware.org/isinfo.php it is an excellent product and is used by many commercial companies.

Inno setup as linked to by John above is indeed a good product. One other decent one is the nullsoft installer available from:
