It would be immensely helpful if FTN95 could handle procedure pointers and/or procedures as components of derived types. Does this capability already exist? If not is there any chance of getting this implemented soon?

This functionality is not currently provided.
Our immediate focus is on extending FTN95 by adding a backend to create 64 bit executables and dlls. This means that other major issues like this will be delayed.
