Yes SLINK allows you to build static libraries.
From Plato you can create a DLL project and then change it to a LIB project from the Project menu by selecting "Set target...".
If you do not want to use a Plato (or VS) project then for an example of a SLINK script see the help file under
Win32 Platform->Using the Linker->Libraries->Static libraries |
