Since only the start of the program is given, and no example data, this is a case for clairvoyance or mind reading. While I make no claims to expertise in either, I have a feeling I know the answer.

Is it possible (probable?) that the program expects one data value per line because of the form of the READ statements, but the datafile doesn't have that layout? Or that LABEL (a CHARACTER*36 entity) isn't in quotation marks in one or more lines?

Oddly enough, my crystal ball appears to have developed a pattern akin to the old 80-column Fortran coding sheets .....
