VB.NET does not seem to know how to correctly interpret an allocated array in the watch window. Based upon my experience in CDF 6.6, you type in the array name in the watch window, hit the plus sign to expand it out, and it should show you all the elements of the array. FTN95/VB.NET 2003 always seems to think it is a one-element array, with any indices higher than 1 invoking an "array subscript out of bounds" message.

Am I missing something??

I do not know if you are missing something or not but VB.NET is a Microsoft component.
Someone may be able to help you but strictly speaking it is not a issue for this forum.
